Leigh Dollar elected first female mayor of Guntersville

GUNTERSVILLE, AL (WAFF)- The town of Guntersville voted in its first female mayor on Tuesday night.

Leigh Dollar said she's following in her father's footsteps, as he was a mayor many years ago.

She said she's always wanted to be mayor since she was a little girl. She just didn't know she would be the first female mayor.

Come November, Dollar will become the city of Guntersville's first female mayor.

An accountant, she has plenty of insight into the city's finances because she's audited the city's books for the last several years, but she said she obviously won't be able to continue doing so once she takes over as mayor.

Dollar said campaigning was tough but that she enjoyed it.

She doesn't plan to make a lot of changes in the city to start but is looking forward to the challenge.

As far as being the town's first female mayor, she really didn't think much about it at first.

Dollar said her children are all boys, so she's gotten a new perspective.

"And this is something I had never really thought about, but I've had a lot of moms with young girls say, 'Thank you for my daughter because you have shown them that women can do anything,'" she said.

Dollar said she's looking forward to working with outgoing Mayor Bob Hembree on the transition.

She hopes to build on the current projects as well as tourism and recreation in the city.

Diet Pepsi formula getting a sweetener tweak

(AP) ? Diet Pepsi is tweaking its formula to stay sweet a little longer.

PepsiCo Inc. is testing a new mix of artificial sweeteners that lets the soda keep its taste for a longer period of time. The problem is that the current sweetener used in the soda ? aspartame ? loses its potency faster than high fructose corn syrup, the sweetener that's used in most regular sodas.

A person with knowledge of the situation says the company had considered importing versions of Diet Pepsi sold in other countries to the U.S. But now it's testing a new version that could come out next year.

The new version is intended to have the same overall taste, according to the person, who requested anonymity because she wasn't authorized to speak publicly. But it uses a mix of artificial sweeteners, including ace-K, that has a longer shelf life. Aspartame on its own is more sensitive to heat, which is a problem when sodas are sitting in trucks or waiting to be shipped to retailers.

It's not the first time PepsiCo is tweaking a diet soft drink. The company, based in Purchase, N.Y., made a similar switch to its Diet Mountain Dew in 2006, according to the industry tracker Beverage Digest. The Coca-Cola Co. tweaked the sweetener used Diet Sprite in 2000.

PepsiCo's latest tinkering comes as consumers have a growing number of choices of diet drinks, including in the soft drink category. Coca-Cola in 2005 introduced its Coke Zero, which is intended to taste more like the original Coke. Pepsi followed up two years alter with Pepsi Max. But Pepsi Max hasn't performed as strongly as Coke Zero.

After losing market share to Coke in recent years, PepsiCo is looking to bolster its flagship soda brand this year. The company is significantly boosting advertising for Pepsi, which two year ago was edged out by Diet Coke as the No. 2 soda in the country. Coca-Cola remains No. 1.

Diet Pepsi ranks as No. 7, according to Beverage Digest, and its sales volume last year was about half that of Diet Coke.

Syrian activsts say rebels shot down warplane

BEIRUT (AP) ? Syrian activists say rebels have shot down a regime warplane over the northern province of Idlib.

The government had no immediate comment, and the report couldn't be independently confirmed.

The Local Coordination Committees, an activist group, and the Britain-based Syrian Observatory for Human Rights say the plane was seen crashing Thursday near the Abu Zuhour air base.

Idlib-based activist Alaa al-Din says the warplane was shot down by heavy machine guns.

A video broadcast on Al-Arabiya shows what appears to be a parachute and rebels cheering and claiming it belonged to be the pilot. The video's authenticity could not be verified.

Alarming levels of drug-resistant TB found worldwide

LONDON (Reuters) - Scientists have found an alarming number of cases of the lung disease tuberculosis in Africa, Asia, Europe and Latin America that are resistant to up to four powerful antibiotic drugs.

In a large international study published in the Lancet medical journal on Thursday, researchers found rates of both multi drug-resistant TB (MDR-TB) and extensively drug-resistant TB (XDR-TB) were higher than previously thought and were threatening global efforts to curb the spread of the disease.

"Most international recommendations for TB control have been developed for MDR-TB prevalence of up to around 5 percent. Yet now we face prevalence up to 10 times higher in some places, where almost half of the patients ... are transmitting MDR strains," Sven Hoffner of the Swedish Institute for Communicable Disease Control, said in a commentary on the study.

TB is already a worldwide pandemic that infected 8.8 million people and killed 1.4 million in 2010.

Drug-resistant TB is more difficult and costly than normal TB to treat, and is more often fatal.

MDR-TB is resistant to at least two first-line drugs ? isoniazid and rifampicin - while XDR-TB is resistant to those two drugs as well as a powerful antibiotic type called a fluoroquinolone and a second-line injectable antibiotic.

Treating even normal TB is a long process, with patients needing to take a cocktail of powerful antibiotics for six months. Many patients fail to complete their treatment correctly, a factor which has fuelled a rise in the drug-resistant forms.

Researchers who studied rates of the disease in Estonia, Latvia, Peru, the Philippines, Russia, South Africa, South Korea and Thailand found almost 44 percent of cases of MDR TB were also resistant to at least one second-line drug.

Tom Evans, chief scientific officer at Aeras, a non-profit group working to develop new TB vaccines, told Reuters treatment options for XDR-TB patients were "limited, expensive and toxic".

Treatments for drug-resistant TB can cost 200 times more than those for normal TB, he said in an emailed statement. They can also cause severe side effects like deafness and psychosis, and can take two years to complete, he added.

In the United States, MDR-TB treatment can cost $250,000 or more per patient, and in many poorer countries costs can be catastrophic to health systems and patients' families.

"Without a robust pipeline of new drugs to stay one step ahead, it will be nearly impossible to treat our way out of this epidemic," Evans said.

SPREADS THROUGH AIR

Tracy Dalton from the United States Centers for Disease Control and Prevention, who led the Lancet study, said that so far, XDR-TB has been reported in 77 countries worldwide.

"As more individuals are diagnosed with, and treated for, drug-resistant TB, more resistance to second-line drugs is expected to emerge," she said.

The spread of these drug-resistant strains was "particularly worrisome" in areas with poor healthcare resources and limited access to effective drugs, she added.

TB is a bacterial infection that destroys patients' lung tissue, making them cough and sneeze and spread germs through the air. Experts say anyone with active TB can easily infect another 10 to 15 people a year.

The World Health Organization (WHO) predicts more than 2 million people will contract MDR TB by 2015.

A report by non-governmental organizations in March said a $1.7 billion shortfall in funds to fight TB over the next five years meant 3.4 million patients would go untreated and gains made against the disease will be reversed.

In their research, Dalton and colleagues found rates of resistance varied widely between countries.

Overall, resistance to any second-line drug was detected in nearly 44 percent of patients, ranging from 33 percent in Thailand to 62 percent in Latvia.

In about a fifth of cases, they found resistance to at least one second-line injectable drug. This ranged from 2 percent in the Philippines to 47 percent in Latvia.

XDR-TB was found in 6.7 percent of patients overall. Rates in South Korea, at 15.2 percent, and Russia at 11.3 percent, were more than twice the WHO's global estimate of 5.4 percent at that time.

U.S. oil industry waits out Isaac, no damage reported

HOUSTON (Reuters) - Isaac was downgraded to a tropical storm on Wednesday as it continued to batter the U.S. Gulf Coast, causing flooding and power outages but so far no discernible damage to refineries or offshore oil and gas platforms.

The National Hurricane Center downgraded Isaac from a hurricane to a tropical storm as of 3 p.m. EDT (1900 GMT). The storm center was 50 miles to the southwest of New Orleans and maintained wind speeds as high as 70 miles per hour.

U.S. crude oil futures dropped 84 cents to settle at $95.49 a barrel, and gasoline futures fell by around 0.7 percent on Wednesday, a sign that energy traders did not expect the region's oil and gas infrastructure to suffer major damages. Natural gas futures rose by less than 1 percent.

"The rigs offshore should be up in about a week," said Kenneth Medlock, an energy expert at Rice University's Baker Institute in Houston.

"The offshore facilities should be OK with regard to major damage ... I would not expect a prolonged production outage."

Shell plans to begin flyover inspections of its platforms in the central Gulf of Mexico on Thursday and could begin restarting them on Friday.

BP Plc and Chevron Corp said they were waiting for weather to improve before sending crews to inspect platforms and potentially restart them.

In Louisiana's southernmost parish, Plaquemines, waters flowed over a levee and prompted flooding. The area around the 247,000 barrel per day (bpd) Alliance, Louisiana plant owned by Phillips 66 was evacuated.

Phillips was unable to confirm whether the plant itself was flooded.

As of early Wednesday, U.S. government figures showed 95 percent of oil and 72 percent of natural gas production in the U.S. Gulf of Mexico remained shut in. Platforms have been shutting down since last week as a precautionary measure.

Some 936,500 barrels per day of refining capacity, or 5.5 percent of the U.S. total, remained offline due to Isaac.

The U.S. Gulf typically accounts for 23 percent of domestic oil and 7 percent of natural gas production. The coastal region's refineries account for 45 percent of U.S. crude processing capacity.

LOOP OUTAGE

Isaac continued to cause dangerous storm surges and flooding as it pelted coastal Louisiana with rain. More than 650,000 homes and businesses in Louisiana, Mississippi and Alabama had power outages.

The Louisiana Offshore Oil Port (LOOP) suffered a power outage due to a damaged transmission line. The line serving LOOP's facilities is located in a marsh, which could make its repair more difficult, utility Entergy said.

LOOP's offshore terminal normally receives crude imports but has been shut down during Isaac. It will again take cargoes once it reopens since it relies on diesel generators.

The power outage may affect LOOP's onshore terminal operations, including a storage facility, and curtail some crude shipments on pipelines, LOOP spokeswoman Barb Hestermann said, without offering further details.

LOOP's pipelines connect to refineries that account for around half of U.S. refining capacity.

Emergency management officials in Garyville, Louisiana, said there were no reports of flooding or damage at Marathon Petroleum Corp's 490,000 bpd refinery.

Independent refiner Valero Energy said crews were riding out the storm inside two of its shuttered Louisiana plants -- located in Meraux and Norco -- and would assess for any damages once Isaac had passed.

Louisiana typically processes around 3 million bpd in its plants, many of which are located in low-lying areas near the coast.

Don't drop ball on nuclear safety: IAEA chief

VIENNA (Reuters) - Improving global nuclear safety after last year's Fukushima disaster must remain an urgent concern, despite improvements already made, the U.N. atomic agency chief said on Monday.

"Much work remains to be done and we must not relax our guard," said Yukiya Amano, director general of the International Atomic Energy Agency, at the start of an IAEA-hosted conference aimed at enhancing international standards to prevent any repeat of Japan's reactor meltdowns.

"The accident may have faded from international headlines but it is essential that all of us - member states, the IAEA and other key stakeholders - maintain our sense of urgency," the veteran Japanese diplomat said.

He was addressing delegates at the extraordinary meeting of the 75-nation Convention on Nuclear Safety (CNS), which was negotiated after the 1986 nuclear disaster at the Chernobyl nuclear plant near Kiev, which sent radioactive dust across Ukraine, Russia, Belarus and western Europe.

Li Ganjie of China's National Nuclear Safety Administration, president of the week-long meeting, said nuclear safety "must know no boundaries", even though this may raise costs. "Without nuclear safety there can be no nuclear power development."

Meltdowns at the Fukushima nuclear plant after the March 2011 earthquake and tsunami sent radiation spewing over large areas, forcing more than 160,0000 people to flee. In the following months, all Japan's remaining reactors were shut for safety checks. Two reactors resumed operation last month.

FUKUSHIMA REACTORS "STABLE"

The worst such accident since Chernobyl also cast a question mark over the future of nuclear energy elsewhere in the world. In Europe, Germany, Switzerland and Belgium decided to move away from nuclear to increase their reliance on renewable energy.

The IAEA has said it believes, however, that global use of nuclear energy could increase by as much as 100 percent by 2030 on the back of growth in Asia, including in China and India.

Amano said "significant progress has been made in several key areas" after the adoption of an IAEA safety action plan last year, including assessments of safety vulnerabilities of nuclear power plants and improvements in emergency preparedness.

"I know you will make good use of this opportunity to consider further measures to strengthen nuclear safety throughout the world," Amano told the CNS states, which include all countries with nuclear power plants except Iran.

Some nations criticized the IAEA plan, approved six months after the Fukushima accident, for recommending voluntary steps instead of mandatory measures.

A senior Japanese official, Shinichi Kuroki, later briefed the conference about conditions at Fukushima, saying the reactors were stable but that decommissioning posed challenges.

Fukushima "is not in a position where we expect any further accidents," said Kuroki, deputy director general of Japan's nuclear and industry safety agency, NISA.

The reactors are "being cooled off in a stable manner" and there is "containment of further radioactivity emitted", he added.

Saudi Arabia arrests suspected militants with al-Qaeda links

JEDDAH, Saudi Arabia (Reuters) - Saudi authorities arrested a group of suspected al Qaeda-linked militants in Riyadh, the Interior Ministry said in a statement on state news agency SPA on Sunday.

"After intense surveillance of the cell it was revealed that they have reached an advanced stage in their plan to implement their goals, which include preparing and setting explosives and testing them outside of Riyadh," the ministry said.

Security forces arrested six members of the cell - all Yemeni nationals - after arresting their leader, a Saudi, and questioning him, the statement said.

The ministry has worked with Western intelligence agencies to foil al Qaeda attacks planned in Yemen, and although a 2003-2006 al Qaeda campaign inside Saudi Arabia was suppressed, the group's regional wing based in Yemen, al Qaeda in the Arabian Peninsula (AQAP), has sworn to bring down the ruling al-Saud family.

Saudi Arabia has arrested thousands of suspected militants since the 2003-2006 attacks on residential compounds for foreign workers and on Saudi government facilities, killing dozens.

The United States has poured aid into Yemen to stem the threat of attacks from AQAP and to try to prevent any spillover of violence into Saudi Arabia, the world's top oil exporter.

In 2006 and 2008 security forces foiled planned attacks by militants against oil installations in its Eastern Province.

The latest arrests and investigation had also revealed a connection with a militant cell in Jeddah and led to the arrest of one of its members, a Saudi, who is accused of preparing chemicals to be used in explosive devices, the ministry said.

The last attempted attack in Saudi Arabia that was made public was a 2010 attempt to assassinate Prince Mohammed bin Nayef, the assistant Interior Minister and head of the security service.

    Texas Senators examine expanding school choice

    AUSTIN, Texas (AP) ? Top education leaders in the Texas Senate on Friday debated offering state-funded vouchers for private schools and expanding the number of charter schools statewide, an opening salvo in what should be a long fight over the future of public education when the Legislature reconvenes in January.

    Members of the Senate Education Committee heard from advocates for programs that allow parents to take a portion of what the state would spend to educate their children in public schools and use it to cover tuition at private ones. They also listened to groups wanting to ease the current cap of a maximum 215 charter schools licensed to operate in Texas.

    "We need to look at this as more of a free market system," said Andrew Erben, president of the Texas Institute for Education Reform, who compared today's schools to a ball bearing factory where authorities establish a single set of regulations and hope all kids come out the same.

    Erben, whose group represents business interests, added: "We need to let parents and students decide by giving them more options."

    Sen. Royce West, a Dallas Democrat, noted that Erben's institute has called for an end to bilingual education programs and scrapping a state-imposed maximum of 22 students per elementary school classroom, and believes that Texas already spends more than enough on public education. Erben replied that "spending nearly $50 billion in the aggregate is more than adequate" to which Royce shot back, "We cut about $5 billion from our school fiance system. You still think it's adequate?"

    In 2011, state lawmakers cut $4 billion from public school funding and $1.4 billion from grant programs, even though Texas' booming population means enrollment is surging.

    Fellow Democratic Sen. Wendy Davis of Fort Worth said private schools can pick which students they want to accept, meaning greater school choice may ensure that the only students left in traditional schools are those who will be rejected by private ones or whose parents are too poor to help pay for schooling.

    Sen. Dan Patrick, a Houston Republican, supports legislation to expand charter schools and programs allowing students to attend private schools with some state funding. He ran Friday's meeting and may become Education Committee chairman during the 2013 session because the current chairwoman, Republican Sen. Florence Shapiro, is retiring.

    "I would argue that now, people with money can just move to another neighborhood for a better school," Patrick said.

    Joseph Bast, president of the Heartland Institute, a conservative, Chicago-based think tank, said an unsuccessful bill introduced in Texas in 2011 would have allowed parents to be reimbursed up to 60 percent of what the state spends educating their child in public schools, or around $5,200, on private school tuition.

    He said that under such a program, about 6 percent of the 5 million Texas children currently enrolled in public schools would likely jump to private ones in first two years alone, saving the state about $2 billion.

    Bast said the program would provide enough money for elementary school students to attend private schools free, but that the parents of older kids would have to pay thousands out-of-pocket. He said perhaps private foundations could help sponsor low-income students.

    Proponents of applying free-market principles to public education also support charter schools, arguing they are more efficient and cost-effective than their traditional counterparts and that, while they aren't subject to the same state accountability requirements, poorly performing charters go out of business because parents stop sending their children there.

    David Dunn, executive director of the Texas Charter Schools Association, said tens of thousands of students statewide are languishing on charter school waiting lists. Dunn called for easing the state's cap to allow 20 new schools per year.

    But critics point to existing charter schools that have underperformed. Greg Richmond, president of the National Association of Charter School Authorizers, said that while nationwide 400 to 500 new charter schools now open per year, only about 7 percent of those up for renewal close, meaning many sub-par schools continue to operate.

    Rita Haecker, president of the Texas State Teachers Association said, "so-called 'choice' programs offer no real choice for the overwhelming majority of students."

    "Voucher plans benefit only a few students while enriching profiteers at the expense of public schools," Haecker said in a statement.

    In written testimony to the committee, Kathy Miller, president of Texas Freedom Network, said ideas on restoring funding to cash-starved state public schools "must once again take a back seat to a political experiment that has failed to deliver on any of its promises."

    Why conventions still matter

    Yes, they have become costly infomercials. But political conventions can clarify ? and sometimes even electrify.?

    Harry Truman, wearing a white linen suit, peers out at the delegates. It's 1948. Two o'clock in the morning. He's trying to start his speech at the Democratic National Convention in Philadelphia. So far, it's been humiliating.

    First, he knows he's a terrible speaker ? so bad his aides now give him talking points, hoping he'll be livelier when he ad-libs.

    Worse, most delegates don't like him. Truman knows they want to draft the most popular person in the country, Gen. Dwight Eisenhower. Only the political bosses running their delegations have kept them in line.

    And the Southern Democrats? With a civil rights plank in the platform, they've walked out, likely to form a third party, which everybody thinks will doom his chances.

    Even little things backfire. Just as he got to the stage, a woman rushed up to present him with a cage containing "doves of peace." They were pigeons. They got loose, flew up to the rafters and, as an aide wrote later, "did what pigeons do."

    "Watch your clothes!" delegates cried, covering their heads.

    Now this! He's the president! Can't he even control the microphones?

    "I can't!" Truman shouts back.

    Today, 64 years later, the Republicans and Democrats are gearing up to gavel in their conventions in a way that will allow them to control every picosecond of the multiday events.

    When the Republicans open their conclave on Aug. 27 in Tampa, Fla., and the Democrats a week later in Charlotte, N.C., they will try to make everyone stay on message and stick to their meticulously prepared scripts in what has become one of the most tightly controlled rituals in American politics.

    But since the first Democratic convention in 1832, these quadrennial events have always been full of surprises. These may be, too.

    That's not to say there's any doubt about the outcome. Longtime GOP strategist Joe Gaylord ran the rules committee for the 1976 Republican National Convention ? the last convention when it wasn't clear who would be the nominee.

    "That was a raucous event," says Mr. Gaylord, who went on to play major roles at five more. "Now, it's such a managed stage show."

    That, he hastens to add, doesn't mean that conventions aren't worth watching.

    Certainly viewers will hear about big issues. This election pits a nominee who wants to carry out the 2010 health-care act against one who wants to repeal it; one who'll work for same-sex marriage against one who'll try to keep marriage between a man and a woman; one who would repeal tax cuts for millionaires against one who would make those tax cuts permanent; one who would continue a government-run Medicare program against one who might convert it to a voucher-based system.

    Washington will spend about $15 trillion in the next four years. Mitt Romney and Barack Obama have different ideas about where that money should go. The conventions can highlight some of those differences.

    Still, the changes in how conventions work and what they do have made people question the value of these events, which received $18 million each in federal subsidies this year, in addition to the $50 million Washington gives each host city for security. In 1996, Ted Koppel, then the popular host of "Nightline," left the Republican convention in San Diego early.

    "More of an infomercial than a news event," he said, arguing that gavel-to-gavel coverage of them wasn't useful anymore.

    Is that true? Does knowing who the nominees will be really mean there's no news worth reporting? How exactly have conventions changed over the years? Are they still important?

    Former U.S. ambassador Ryan Crocker charged with drunken driving

    OLYMPIA, Washington (Reuters) - Former U.S. Ambassador to Iraq and Afghanistan Ryan Crocker is facing drunken driving and hit-and-run charges in Washington state after his vehicle collided with a truck last week, authorities said on Thursday.

    Crocker, who stepped down from his job as ambassador to Afghanistan earlier this year because of ill health, recorded twice the legal limit when he took a blood alcohol breath test after the accident last week, State Trooper Troy Briggs said.

    After sitting at a red light in Spokane in eastern Washington on the afternoon of August 14, Crocker attempted to make a right turn from the left lane when he collided with a truck, he said.

    "He tried to make it in front of the truck, but didn't quite make it," Briggs said.

    Crocker, whose attorney could not immediately be reached for comment, has pleaded not guilty to the charges, court officials said.

    After the accident, Crocker drove away and was followed by another driver for several miles before pulling into the parking lot of a bank, where state patrol officers arrested him, Briggs said.

    Crocker, who was driving a 2009 Ford Mustang convertible, appeared to be intoxicated when officers approached him, Briggs said. He was charged with driving under the influence of alcohol after taking the breath test, he added.

    Born in Spokane, the career diplomat received the Presidential Medal of Freedom, America's highest civilian award, in 2009. He came out of retirement to take the demanding Kabul post in July 2011. He previously served as ambassador in Iraq, Pakistan, Syria, Kuwait and Lebanon.

    Crocker is next due in court for a pre-trial hearing on September 12 at Spokane County District Court, court officials said.
