Leftist rebel leader yield in Davao: military - Home ? Other Sections ...

DAVAO CITY, Philippines (Xinhua) - The military today claimed that a high-ranking leftist rebel has recently surrendered to authorities in the southern Philippines.

Ricardo Lucnod, a local commander of the New People's Army (NPA) in Mindanao's Davao Oriental province turned himself in without firearms to Mati Mayor Michelle Rabat on Thursday, according to Col. Rey Leonardo Guerrero, a provincial army commander.

"He left the group's mountain lair sometime in August and lied low for over a month before deciding to surface. Hardships and sickness while evading government troops drove him to surrender," Guerrero said.

The military official said Lucnod became the 80th NPA rebel to return to the folds of law in Davao Oriental province this year. " Twenty four rebels surrendered in the first quarter while the 56 others had yielded in the last three months," said Guerrero.

He said the government has prepared livelihood programs to help former rebels rebuild their lives and reintegrate back to society.

(AP) ? In thousands of Earth orbits, the space shuttle Endeavour traveled 123 million miles. But the last few miles of its final journey are proving hard to get through.

Endeavour's 12-mile crawl across Los Angeles to the California Science Museum hit repeated delays Saturday, leaving expectant crowds along city streets and at the destination slowly dwindling.

Officials estimated the shuttle, originally expected to finish the trip early Saturday evening, would not arrive at the museum until mid-morning Sunday.

At times on Saturday it seemed the only thing moving was the shuttle's fast-changing ETA.

The day started off promising, with Endeavour 90 minutes ahead of schedule. But accumulated hurdles and hiccups caused it to run hours behind at day's end. The problems included longer than expected maintenance of the rig carrying the shuttle and physical obstacles within the shuttle's wingspan including light posts, building edges, and most of all trees.

In a scene that repeated itself many times, a small tree on the narrowest section of the move brought the procession to a stop, forcing crews to find creative ways to dip a wing under or raise it over the tree without having to cut it down.

Some 400 trees had been removed to avoid such situations, but officials said most of the trees that gave them trouble could not be cut down because they were old or treasured for other reasons, including some planted in honor of Martin Luther King Jr.

The crowd had its problems too. Despite temperatures in the mid-70s, several dozen people were treated for heat-related injuries after a long day in the sun, according to fire officials.

But it was a happy, peaceful crowd, with firefighters having only to respond to a sheared hydrant and a small rubbish fire, and no reports of any arrests.

And despite the late problems the mood for most of the day was festive.

At every turn of Endeavour's stop-and-go commute through urban streets, a constellation of spectators trailed along as the space shuttle ploddingly nosed past stores, schools, churches and front yards as it inched through working-class streets of southern Los Angeles.

Along the 12-mile course, thousands marveled at the engineering. Some rooted for Endeavour when it appeared it might clip a light post.

"This is great for the city as a whole. It makes us proud," said Dean Martinez, a project director for a nonprofit who began waiting before dawn to get a glimpse of Endeavour.

Unlike other high-profile events like the Academy Awards or the Rose Parade, the procession was centered in some of the area's most economically downtrodden and troubled places. The shuttle passed several gritty areas and shuttered businesses, and rolled down many streets that were aflame two decades earlier during the 1992 riots brought on by the Rodney King beating.

"Having a shuttle come through this area of high poverty, it can only be a good thing" for the community," said Damian Pipkins, a volunteer at Eso Won Books.

Endeavour hit the pavement before dawn Friday, trundling out of the Los Angeles International Airport on a remote-controlled 160-wheel carrier past diamond-shaped "Shuttle Xing" signs. When it reached a freeway overpass that night, it was towed by a truck.

The shuttle made a late-morning pit stop Saturday at the Forum ? former home of the Los Angeles Lakers ? where it was greeted in the arena's parking lot by a throng of cheering spectators. It was late to its second public celebration that included a dance performance choreographed by Debbie Allen.

As it wound through South Los Angeles, residents welcomed its presence. Before the move, some lamented over the loss of shade as trees were chopped down.

Others thought it was a decent trade.

"If you have to go through a little bit of pain to have something nice for the community, then it's worth it," said Pamela Tucker, who lives a block away from Crenshaw Boulevard in Los Angeles.

Endeavour may have circled the globe nearly 4,700 times, but its roots are grounded in California. Its main engines were fabricated in the San Fernando Valley. The heat tiles were invented in Silicon Valley. Its "fly-by-wire" technology was developed in the Los Angeles suburb of Downey.

It's no longer shiny and sleek, like when it first rolled off the assembly line in the Mojave Desert in 1991 to replace the lost Challenger. As it cruised block-by-block, it's hard to miss what 123 million miles in space and two dozen re-entries can do to the exterior.

Shuffling Endeavour through city streets was a laborious undertaking ? nearly a year in the making. It could not be taken apart without damaging the delicate tiles. Airlifting it was out of the question. So was driving on freeways since it was too massive to fit through underpasses.

There were consequences. Several hundred Inglewood residents suffered hours-long outages when power lines were temporarily snipped. Some businesses lost customers because of street and sidewalk closures.

Such a move is not cheap. The cross-town transport was estimated at $10 million, to be paid for by the science center and private donations.

X-raying stellar winds in a high-speed collision

ScienceDaily (Oct. 12, 2012) ? Two massive stars racing in orbit around each other have had their colliding stellar winds X-rayed for the first time, thanks to the combined efforts of ESA's XMM-Newton and NASA's Swift space telescopes.

Stellar winds, pushed away from a massive star's surface by its intense light, can have a profound influence on their environment.

In some locations, they may trigger the collapse of surrounding clouds of gas and dust to form new stars.

In others, they may blast the clouds away before they have the chance to get started.

Now, XMM-Newton and Swift have found a 'Rosetta stone' for such winds in a binary system known as Cyg OB2 #9, located in the Cygnus star-forming region, where the winds from two massive stars orbiting around each other collide at high speeds.

Cyg OB2 #9 remained a puzzle for many years. Its peculiar radio emission could only be explained if the object was not a single star but two, a hypothesis that was confirmed in 2008.

At the time of the discovery, however, there was no direct evidence for the winds from the two stars colliding, even though the X-ray signature of such a phenomenon was expected.

This signature could only be found by tracking the stars as they neared the closest point on their 2.4-year orbit around each other, an opportunity that presented itself between June and July 2011.

As the space telescopes looked on, the fierce stellar winds slammed together at speeds of several million kilometres per hour, generating hot plasma at a million degrees which then shone brightly in X-rays.

The telescopes recorded a four-fold increase in energy compared with the normal X-ray emission seen when the stars were further apart on their elliptical orbit.

"This is the first time that we have found clear evidence for colliding winds in this system," says Yael Naz? of the Universit? de Li?ge, Belgium, and lead author of the paper describing the results reported in Astronomy & Astrophysics.

"We only have a few other examples of winds in binary systems crashing together, but this one example can really be considered an archetype for this phenomenon."

Unlike the handful of other colliding wind systems, the style of the collision in Cyg OB2 #9 remains the same throughout the stars' orbit, despite the increase in intensity as the two winds meet.

"In other examples the collision is turbulent; the winds of one star might crash onto the other when they are at their closest, causing a sudden drop in X-ray emission," says Dr Naz?.

"But in the Cyg OB2 #9 system there is no such observation, so we can consider it the first 'simple' example that has been discovered -- that really is the key to developing better models to help understand the characteristics of these powerful stellar winds. "

"This particular binary system represents an important stepping stone in our understanding of stellar wind collisions and their associated emissions, and could only be achieved by tracking the two stars orbiting around each other with X-ray telescopes," adds ESA's XMM-Newton project scientist Norbert Schartel.

Can You Drop the Social Mask?

Don't be fooled by the Social Mask. Life is messy, and everyone is working through their own challenges - but it doesn't look this way - people hide that part, and put on the image, put on their smile, put on their social mask as it is known. To know this is true, just look at your own life. I bet you do this yourself, I know I do. We may be suffering, but we'll put on a happy face so others don't have to deal with it.

Often this is quite appropriate. In social situations the grand majority of people are not equipped or have any idea how to support your healing, so to drop your social mask and bear your "ugly wounds" would end up, more than likely, alienating others and leaving your wounds gaping even larger. We intuitively know this, or have directly experienced it, so we don't do it.

It takes a person who has faced their deepest fears, has healed their own wounds, and can meet your pain with compassion and understanding, to support you through it. In many cultures, this is the role of the wise elder. If you have a wise elder in your life, consider yourself blessed. However, since most people have not done their own work, when you share your hurts with the average person, it only activates their own. It can launch them into judgment and rejection mode, or some kind of sympathy or fixing mode, which can leave you worse off than when you started!

Now again, note that wearing the social mask is beneficial, to a certain extent; none of us wants to hear a bunch of dumping and complaining from others. But it's also important to note that this is what people often do: they assume the role of victim and then dump and complain. Rather than looking inside themselves for the cause of their suffering, they project it outside onto others (a natural protection mechanism of the mind). Being aware of this enables responsible sharing; you can own your own stuff with an authentic desire for healing AND an openness to coaching and insight.

Many adults have avoided this kind of responsible, authentic, and courageous exploration and sharing. Why? Because:

1) their present life is not painful enough for them to deal with it,

2) initially it's much easier to stuff issues down, paste them over, and pretend that everything is OK,

3) they have no structure or model for deep exploration,

4) they fear being vulnerable in this way will somehow hurt them and make them less powerful, and

5) they have no one in their life that can actually help them heal their wounds and evolve into more freedom and love.

Therefore, these people - and there are a lot of them out there- are walking bundles of reactionary protection mechanisms. They continue to foster patterns from their past in each and every present moment. To a large extent, these are the average people in our "general public." My therapist once said to me "Roger, don't be fooled by the big bodies and open eyes." Just because people look awake doesn't mean they really are.

Your unconscious limiting belief patterns are instilled in you from childhood, but may still be running your automatic behaviors and perceptions of your present world. The process of exploring and unraveling them is typically a long-term process requiring tremendous courage, insight, tools, support, compassion, and persistence - and there is no more highly satisfying and personally rewarding work!

Of all those traits mentioned, I think persistence may be one of the most important, since the nature of these mechanisms is very "crafty." Just when you think you've got one handled, you'll find it popping up in a different circumstance wearing different clothes. Then, with further investigation, you find it's the same old fear-based mechanism at work that you've seen before. Aha!

So just be aware of your environment; be aware that your fellow human beings are all working through their own issues, even though it may not look like it. Be aware of who you are sharing with; recognize the limitations the average person will have in helping you with your wounds and your healing process. Be the first to extend compassion to others and especially to yourself.

And above all, actively engage and transform your own issues, subconscious limiting beliefs, and childhood protection mechanisms. This is the path of the modern day shaman: taking on your fears, meeting them where they reside inside you, dying the little death that's necessary for their transformation and release, and being reborn on the other side. As you become responsible for and transform your own issues - sharing authentically with a true desire for healing and support - you can then become the one who listens compassionately and helps others heal their own wounds. And over time, the need for your social mask becomes less and less as you become more fully transparent with nothing to fear and nothing to hide.

Try this:

People frequently live behind a social mask. As you are walking down the street, or sitting in your car at a red light, look around at the people you can see. Some are on phones, some are chewing a fingernail, some are completely absorbed in their own thoughts. Choose one person, and imagine what might be going on in their life, or in their fears and self-doubts, that you cannot see in their faces or in their body language. This will not only raise your awareness and openness to other peoples' struggles in life, it will raise your levels of compassion and tolerance.

Now look at your own social mask. Be aware of how you probably appear to others, even though you may be working through an issue or problem in your life. Be kind to yourself, and acknowledge the effort this mask entails. And acknowledge that it's OK to use this mask for your safety in the world as you continue your healing and transforming.

Growing mobile ad firms nip at Google's heels

When Auntie Anne's, the pretzel chain, wanted to tempt moms in Atlanta shopping malls with free offers, it dished out coupons through smartphones that could be redeemed immediately for a free drink or other specials.?

But while the moms received the coupons on their iPhone or Android device, the power behind the campaign was not Google or Apple ? it was Millennial Media, a nimble 6-year old independent that has grabbed the No. 2 spot in mobile advertising.

Google is No.1, but the flexibility of smaller rivals is helping them catch up in a market that is expected to triple in size to more than $20 billion in the next three years, according to market research firm Gartner.

Smaller firms have the freedom to reach users who use any mobile operating system, unlike Apple, which promotes advertising on its Apple iOS platform, and Google, which handles advertising across all devices but also has its own platform, Android.

"Advertisers want to be able to reach the broadest population they can and in the mobile world, where the platforms are fragmented, this gives an opening to the providers who are truly platform neutral," Gartner analyst Andrew Frank said.

Google held 24 percent of the U.S. market last year, while Millennial had 17 percent and Apple 15.5 percent, according to market research firm IDC. Jumptap held 9.5 percent, Yahoo 7.5 percent and India's InMobi 2.2. percent.

Ireland-based Velti Plc is also chasing market share.

Investors are taking notice.

While Facebook has been pilloried for lacking a mobile strategy, shares of Millennial have jumped 76 percent from a low of $9 in early August. Shares of Velti have leaped 59 percent from a life low of $4.99 on July 25.

Millennial, a roughly $1 billion company, is a great bet for someone looking for investments in mobile advertising, said Steven Dray, a portfolio manager at investment firm AlphaOne Capital Partners LLC.

"When you get to brand advertising, which is eventually going to be a huge pile of money that's going to move from traditional advertising to mobile, I think that's where Millennial and some of the smaller players could have very good success," Dray said.

AlphaOne bought into Millennial after its initial public offering in March and holds about 40,000 shares in the company.

Despite the run-up in their shares, the smaller firms have not run ahead of the sector. Millennial trades at 4.3 times forward 12-month sales and Velti trades at 1.3 times.

While their businesses are obviously much bigger and more varied, Google trades at a multiple of 4.6 and Facebook at 6.7.

As consumers increasingly surf the Web on the go, advertisers are looking to ply them with targeted information about nearby restaurants, pubs, theaters, shops and salons.

But there's no point pitching a shampoo to a skinhead, so the secret sauce for advertisers is user information ? and Millennial's trove of user data is what CEO Paul Palmieri is counting on to give his firm an advantage.

Millennial gathers "first-party" data ? information that users provide to a publisher, or that is gleaned from surfing habits that website owners share with advertising companies.

"It is also valuable to users because the more targeted-advertising they get, the more relevant their experience ends up being," Palmieri said, although analysts say the privacy issues this raises are yet to be resolved.

The smaller companies tout their tight focus on the mobile sector, rather than worrying about how that fits in with online advertising.

"We only focus on mobile. Google on the other hand has many different things to worry about. Yes mobile is important, but is it the most important? Probably not," said InMobi CEO Naveen Tewari, although he is not complacent about the challenge.

"The only way to compete with (Google) is by innovating faster," said Tewari, who expects his 850-person company to report billions of dollars in revenue in a couple of years.

Rising competition
But the big guns are not far away. The entry of Facebook and Twitter is expected to change mobile advertising.

Facebook, which declined to comment for this story, is investing heavily in improving mobile applications and creating new metrics to measure the success of mobile advertising ? a move expected to give a fillip to the wider market.

"There is a lack of maturity in the metrics that are available for measuring mobile campaigns," Gartner's Frank said.

"That's where there's an opening for innovation that some of the larger companies are not able to satisfy today."

Twitter, too, expanded its advertising program for the iPhone and Android devices and now sells promoted tweets and advertises promoted accounts on its mobile applications timeline, rather than only on a search page.

And Google is determined not to lose its No.1 spot. It bought mobile ad platform AdMob in 2009 and its YouTube video service recently launched a new iPhone app that carries video advertisements.

The success of iPhones and Android smartphones and the fact that Google owns many popular mobile applications also helps push its mobile advertisements.

Google reported a revenue run-rate of $2.5 billion from advertisements viewed on mobile devices when it announced second-quarter earnings in July.

Road blocks
The mobile advertising model has its detractors, and some have groused that the small screen on mobile devices makes viewing advertisements difficult, while a lack of good mobile websites might keep away potential viewers.

Users tend to spend less time on their mobiles in one go and advertisements have to be designed for short attention spans.

"I think it's still a struggle. Most of the advertising that you see on mobile devices today is still predominantly not very well targeted or not very granually targeted," Frank said.

Uncertainty about how best to advertise on mobile platforms is holding back the valuations of mobile advertising firms, Baird and Co analyst Colin Sebastian said.

While industry-standard measurements are lacking, the companies argue that mobile advertising has five times the click-through rate of online advertising.

"You can touch the ad, flip the ad, move the ad, you can do things that you cannot do on a PC. Your interactivity levels are very high," Tewari said.?

However, most companies are not out there to give you the best policy for less and therefore you must pick and choose between what they have to offer and what you can afford. When doing so, always take into account what you think your family will need or if you are an individual than take into account how many times you think you will be going to the doctor and choose your policy accordingly.

The last thing to consider is why you need a policy. If you are relatively healthy all of the time, then you should go ahead and get a policy that is a bottom level policy in price and in benefits. At least then you would have coverage. If you have more people to consider, I would consider getting the middle ground policy which will cost a marginal amount yet cover everyone in the family. If your family is habitually going to the doctor or the dentist, and it is probably your best bet to choose a higher and policy with the most benefits in order to save your family money in the long run as they make those frequent trips to the doctor. It is up to you to make a good decision and you will do so after reading this when choosing your next medical health insurance policy.

Big winner in government's JPMorgan suit: A hedge fund - The Term ...

FORTUNE -- A hedge fund manager who made money betting against the housing bubble, and the terrible mortgage loans that came with it, is cashing in on the prosecutions as well.

Seth Klarman, the reclusive Boston hedge fund manager, could be the big winner in the recently filed New York Attorney General's lawsuit against JPMorgan Chase (JPM).

Klarman's Baupost Group is acting as the lead plaintiff in a private case against EMC, the former Bear Stearns mortgage unit that is also the focus of NY AG Eric Schneiderman's case against JPMorgan. And if things go Klarman's way, Baupost alone could end up collecting about $310 million from JPMorgan, with a big assist from the government.

Klarman's suit is one of the many so-called put-back cases bedeviling the banks right now, in which investors who bought mortgage bonds in the year or so leading up the credit crisis, when loan officers were basically handing out mortgages like candy on Halloween, are demanding their money back.

But here's what's interesting about the Baupost case: Klarman isn't one of those investors who got burned in the mortgage bust. In fact, Klarman is famously one of the few investors on Wall Street who made money betting against the housing market. Then, in early 2009, Klarman shifted gears. He began snapping up mortgage bonds. At the time, subprime mortgage bonds were selling for $0.40 on the dollar. That means Klarman probably spent around $160 million on the bonds related to the JPMorgan litigation. And once he did, Klarman put himself and his investors in a position to claim, even though he predicted better than most Wall Street's house of cards, that they, like other investors, were lied to.

Klarman has a history of unusual investments. Earlier this year, Fortune wrote about how Klarman had bought up a big chunk of Canadian farmland, and that locals were doing everything they could to stop him from turning some of their country's most fertile land into a quarry.

On Wall Street, though, Klarman, who has returned his investors nearly 20% a year for the past two decades, gets a much better reception. At Fortune's recent Most Powerful Women summit, Pimco's CEO Mohamed El-Erian said Klarman was one of only three people he has met in his life that he would call brilliant. Klarman's out-of-print investment book sells for $1,700 on Amazon.

Baupost filed its suit against EMC a little over a year ago. It has to do with one deal, which was called Bear Stearns Mortgage Funding Trust 2007 AR-2.

EMC was the unit of Bear that funded or bought up home loans, packaged together and then turned into those loans into mortgage bonds that were sold off to investors. EMC, along with Bear, was bought by JPMorgan in early 2009. Klarman's suit says that EMC told investors that the loans had been fully vetted and met a number of underwriting standards that would guarantee that a majority of the loans would indeed be paid back.

Instead, the Baupost suit says, 82% of mortgages in BSMFT 2007-AR2 ended up in default, or had to be liquidated in foreclosure. Among the loans that were included in the trust, according to the suit, was a $720,000 mortgage to someone who worked at an IHOP restaurant, another to a casino maid that brought her debt payments to nearly $5,000 a month and one to someone who claimed they made $130,000 a year pouring concrete.

A person close to the litigation says that Baupost knew there were problems in the housing and mortgage market, but that the fund bought the distressed mortgage bonds in 2009 anyway because they had fallen to prices that made them attractive. Nonetheless, the person said that Baupost was surprised to later find out that many of the loans tied to the mortgage bonds it had bought never met the qualifications the underwriters claimed.

The NY AG suit, which was filed in early October, also alleges that the mortgages that EMC was buying up and selling off were not what EMC claimed them to be, and that Bear bankers knew it. Both the Klarman suit and the AG suit contain the same same e-mail from an EMC manager detailing the pressure she was under from Bear bankers to make more loans.

"I want to see 500+ each day," the manager wrote. "I'll do what ever is necessary to make sure you are successful in meeting this objective."

JPMorgan says the AG's suit is based on recycled claims and has to do with behavior that happened before Bear was acquired by the bank.

Not all of Klarman's bets have paid off, or not as large as he would have hoped. Earlier this year, Baupost dropped its objection to a $8.5 billion settlement Bank of America (BAC) made with bond investors. Baupost had been pushing B of A for more.

But with the AG suit, legal experts say it's more likely Klarman will get JPMorgan to pay up. "The Martin Act gives the NY AG superior subpena power than any private plaintiff has," says Issac Gradman, a lawyer who specializes in securities claims. "So Schneiderman could get much more than anything Baupost has unearthed so far."

Kremlin to pull out of Russia-US nuke lockdown program

Russia will halt its participation in the $7 billion, 20-year-old Nunn-Lugar program that aimed to lock down post-Soviet nuclear materials and chemical weapons, in what some experts say is part of a wider reassessment by the Russian government of its cooperation with a wide variety of foreign organizations.

In recent weeks the Kremlin has accused the US Agency for International Development (USAID) of interference in internal Russian politics and ordered it to shut down operations in the country. This week, the Foreign Ministry announced that it has given the United Nations's children's agency, UNICEF, until year's end to wrap up its programs in Russia and move on to a new model of cooperation. The cases are all different, analysts stress, but the fact that they're happening all at once suggests a wider policy shift is rapidly coming into effect.

One reason for the change is that Russia is no longer the economically impoverished state it was in the 1990s, and is ready to part with some forms of humiliating development assistance that it can easily pay for itself, experts say.

But another reason, spelled out in a foreign policy manifesto issued by then presidential candidate Vladimir Putin last February, is that the Kremlin fears that foreign-based organizations bring instability and political subversion into Russia.

"In the 21st century, when the whole world is locked in financial crisis, Russia is doing relatively well. Why on earth would we still need America to pay for dismantling our nuclear weapons?" says Fyodor Lukyanov, editor of Russia in Global Affairs, a leading Moscow foreign policy journal. "Same with USAID and UNICEF. There is simply no obvious case to be made for Russia receiving the kinds of aid that are designed for developing countries."

But Mr. Lukyanov argues the wave of terminations is unfolding right now, in some cases quite abruptly, in part due to domestic political reasons. Mr. Putin, he says, is moving swiftly to fulfill his election program.

"It's all there in Putin's article, about how he sees the outside world as a source of dangerous turbulence," he says.

"In Putin's view, the goal of Russian leadership is to protect the country from harmful outside influences.... He believes that Russia can remain a safe haven in an ocean of political instability, but it is necessary to limit the intrusion of outsiders into our internal processes," he adds.

The Russian Foreign Ministry announced the termination of Nunn-Lugar in a terse statement posted Wednesday that said there will be no renewal when it expires next June, despite US pleas to renegotiate. "Our American partners know that their offer is not in accordance with our ideas about the form and the basis of a future cooperation," it said. "For this, a different and more modern legal framework is needed."

The decision appeared to catch the US by surprise. In a statement posted on his website, Sen. Dick Lugar (R) of Indiana said that as recently as last August he'd been talking with the Russian side about extending the agreement with a few amendments. "At no time did [Russian] officials indicate that... they were intent on ending it, only amending it," he wrote.

The Nunn-Lugar Cooperative Threat Reduction Program, largely financed by US taxpayers to the tune of about $7 billion over the past two decades, oversaw the removal of ex-Soviet nuclear weapons from Ukraine, Belarus, and Kazakhstan; deactivated almost 8,000 nuclear warheads; dismantled 33 atomic submarines; and cleared away thousands of tons of chemical weapons. Mr. Lugar insists that there is still plenty of work left to do, including helping the Russian Space Agency to destroy old Soviet-era SS-18 and SS-19 intercontinental ballistic missiles.

Russia has signaled that whoever may win next month's US presidential election, the much-discussed "reset" of relations between the US and Russia, which was a centerpiece of the Obama administration's first-term foreign policy, is probably over.

"If we speak about the ?reset,' it becomes clear, taking into account the computer-related origin of this term, that it cannot last forever, otherwise it is not a ?reset? but a program failure," Russian Foreign Minister Sergei Lavrov told the Moscow daily Kommersant last week.

Experts say the shifting policy toward international cooperation should be seen in connection with a changing domestic environment, in which it is becoming much harder for Russian civil society organizations to work with foreign counterparts or receive funding from abroad, particularly if their activities involve any friction with authorities. In June, the State Duma passed a law that will require any non-governmental organization that tries to "influence public opinion" and gets any amount of outside financing to self-identify as a "foreign agent." The Duma is currently debating amendments to the criminal code that will redefine "treason" to include almost any Russian who helps a foreign organization in any way seen by the Kremlin as harmful to Russian interests.

"Our authorities are not so interested in solving social problems, but they are keen on reducing all possible foreign funding or influence," says Andrei Klimov, deputy chair of the Duma's committee on international affairs.

"You have to see these developments as part-and-parcel with the legislative changes taking place. The technique here is first to try and discredit an organization publicly, and then to close it down," he adds.

Iosif Diskin, who heads the civil society committee of Russia's Public Chamber, a Kremlin-backed assembly of NGOs, says there is a long-term logic to what is happening, which includes a huge increase in governmental support for developing Russian civil society.

"Some of the cases are different, but I know that the Russian government has been negotiating with UNICEF since 2009 about changing the model of the relationship," he says. "Russia doesn't need financial support from UNICEF to work with children anymore, but we do need to maintain cooperation, especially in places like former Soviet Central Asia where we are nowadays sending Russian aid."

But he says he was surprised by the suddenness of USAID's withdrawal from Russia.

"We were cooperating with USAID, and were told just a few months ago that there was no problem," Mr. Diskin says.

The bottom line, he says, is that Russian authorities are dividing non-political civil society ? such as sports, cultural, and community groups ? from those few that engage in "political activities" that bring them into friction with the state.

For the non-political ones, the Kremlin is tripling official funding next year to 3 billion rubles (about $100 million), he adds.

Lyudmila Alexeyeva, a veteran human rights campaigner and head of the Moscow Helsinki Group, Russia's oldest human rights watchdog, says the Kremlin's main goal is to shut down independent activity and limit the funding options for all Russian civil society organizations to officially approved sources.

"Russia can't afford to finance all the projects that US foundations have helped, but that doesn't matter to our authorities," she says. "They're ready to leave humanitarian projects unfunded, if it helps achieve their purpose of silencing independent groups that get in their way."

Analysis finds likely U.S. voters rank health care second most important issue in presidential choice

ScienceDaily (Oct. 10, 2012) ? A new analysis of 37 national opinion polls conducted by 17 survey organizations finds that health care is the second most important issue for likely voters in deciding their 2012 presidential vote. This is the highest that health care has been ranked as a presidential election issue since 1992. When likely voters were asked to choose from a list of issues, similar to the approach used in election-day exit polls, one in five (20%) named "health care and Medicare" as the most important issue in their 2012 voting choice, far behind "the economy and jobs" (cited by 51%).

"The economy dominates most voters' thinking in terms of their priorities for choosing a candidate," said Robert Blendon, professor of health policy and political analysis at Harvard School of Public Health and co-author of the analysis that appears as an online Special Report on October 10, 2012 in the New England Journal of Medicine. "But in a close election, the two candidates' stands on health care issues could help swing the balance among some voters."

Likely voters who said "health care and Medicare" will be the most important issue in deciding their presidential vote were much more supportive of the Affordable Care Act (ACA) than the public in general is. Despite two and a half years of contentious debate, the public has not changed its view: Americans' assessment of the ACA remains mixed. Although several elements of the law are popular, since the law's passage the majority of Americans (in an average of polls) has not approved of the ACA. Americans have been relatively evenly divided in their opinions. An average of current polls shows that 44% approve of the ACA, and 45% disapprove (Chart 1). However, among likely voters who said "health care/Medicare was the most important issue in their voting choice, 41% said they were much less likely to vote for a candidate who supported repealing all or part of the ACA; 14% said they were much more likely to vote for such a candidate (Chart 2).

The analysis also looked at the issue of changing Medicare in the future to a system in which the government provides seniors with a fixed sum of money they could use to purchase either private health insurance or Medicare coverage. An average of current polls of the general public shows that 27% favor such a proposed change, while a majority (66%) are opposed. Among likely voters who said "health care/Medicare" was the most important issue in their voting choice, 39% said they were much less likely to vote for a candidate who supported such a change in Medicare; 11% said they were much more likely to vote for such a candidate.

These results suggest that "health care/Medicare voters" are siding with Obama vs. Romney on the ACA and Medicare issues in the election.

Another issue that has emerged during the 2012 campaign is placing substantial new limits on the availability of abortion services. Abortion was found to be the top issue for 4% of likely voters. The general public is divided, with more people favoring restrictions on abortion. About half (52%) say that abortion should be illegal in all circumstances or legal in only a few circumstances; 44% believe abortion should be legal under any or most circumstances. However, a large majority (83%) of the public believes abortion should be legal when the pregnancy was caused by rape or incest. Among likely voters who said abortion would be the most important issue in the presidential voting choice, 61% said they were much more likely to vote for a candidate who favored placing substantial new limits on abortion services, a position similar to that held by Governor Romney; 24% said they were much less likely to vote for such a candidate.

It should be noted that many likely voters who are opposed to the ACA or favor major changes in Medicare may not rank "health care and Medicare" as the top issue in their voting choice. They may see "the economy and jobs" or "the federal deficit and taxes" as most important.

An additional factor that influences election outcomes for incumbent presidents is the public's assessment of their record -- in this case, the President's record on health care -- during their first term. President Obama's approval rating on handling health care is 41%, with 52% disapproving. In terms of perceptions of progress, the majority of Americans believe the problem of health care costs in the United States has worsened during the past 5 years (65%). Only 27% see quality of care as having improved, although about equally few (25%) think it has worsened.

"Despite the historic nature of the health care legislation that was enacted during President Obama's first term, the public remains quite mixed in their views about his performance on health care," said Blendon.
