Reid: Until there's agreement, bring on the sequester

Senate Majority Leader Harry Reid would support letting the $85 billion in across-the-board sequestration cuts take effect on Friday if Republicans don't agree to increasing taxes as part of an alternative plan, the Nevada Democrat said on Tuesday

"Until there's some agreement on revenue, I think we should just go ahead with the sequester," Reid told reporters after a meeting with Senate Democrats.

Republicans and Democrats agreed in 2011 to establish an automatic trigger that would slash the federal budget?a process called sequestration?to encourage them to reach a deficit reduction plan. The deadline for that trigger begins Friday, March 1, but both sides appear to be at an impasse about how to avoid it. President Barack Obama and Democrats are demanding that tax increases be included in an alternative plan, while Republicans want to achieve the goal by reining in spending alone.

With the deadline approaching, neither chamber of Congress has passed an alternative bill yet, but the Senate is poised to hold votes on both a Republican bill and a Democratic bill later this week.

The Republican-led House and Democrat-majority Senate have played a game of chicken for weeks now, each waiting for the other to act. House Speaker John Boehner, an Ohio Republican, has said repeatedly that he would not put a bill on the floor of the House until the Senate acts first, pointing to two measures the House approved to avoid the sequester last year. (Those bills expired when the new Congress began in January.)

"We should not have to move a third bill before the Senate gets off their ass and begins to do something," a testy Boehner said during a press conference on Tuesday morning.

Reid responded to Boehner's statement a few hours later, pushing back on his assertion that the Senate was inactive?and on Boehner's unorthodox word choice.

"I was raised in a little town that had 13 brothels in it, so I'm used to some pretty salty language as you know," Reid said as he began his weekly press briefing with reporters on Tuesday. "I think he should understand who is staying on their posterior. We're doing our best here to pass something. The speaker is doing nothing to try to pass anything over there."

Bloomberg claims gun-control victory after special election in Illinois

During a victory lap in Washington on Wednesday, Michael Bloomberg hailed the issue of gun control as the reason why his PAC's favored candidate, state Rep. Robin Kelly, won Illinois' special election on Tuesday night.

"We showed in Illinois that by explaining to the public what's at stake here?it's their lives, it's their kids' and grandkids' lives, their parents' lives?[that] we need sensible gun laws," Bloomberg, mayor of New York City and a staunch gun-control advocate, told reporters at the White House. The statement came after a meeting with Vice President Joe Biden on gun reform.

Kelly won the all-important Democratic primary in Illinois to succeed Jesse Jackson Jr., who resigned in November after an extended absence from Congress amid health issues and a growing ethics scandal. Kelly beat out Democrats including top candidate and former Rep. Debbie Halvorson, who does not support a federal assault weapons ban.

Bloomberg's political action committee, Independence USA, reportedly invested millions in the race.

On Wednesday, in addition to his meeting with Biden?which Bloomberg said was also attended by the vice president's son, Beau Biden?Bloomberg spoke with Republican Sens. Susan Collins of Maine, Mark Kirk of Illinois and John McCain of Arizona, as well as Democratic Senate Majority Leader Harry Reid of Nevada to push the issue of gun control.

The mayor, who said he counted all of the lawmakers as friends, noted none of them "made a specific commitment" to him on the issue. Bloomberg identified "expanding background checks to two new methods of buying guns" as a "high priority" for legislation.

The mayor did not offer a guess on the timing and components of gun legislation, but said he believes gun reform is now inevitable. "The tone has changed in the country," he said.

Bloomberg has been regularly speaking with Biden as the administration works to stem gun violence in the wake of the shootings at Sandy Hook Elementary School in Newtown, Conn., in December.

After that shooting, Bloomberg publicly criticized the administration and Congress for not acting legislatively to stop gun violence.

Adobe Photoshop Touch

Adobe has taken their excellent Photoshop Touch application for tablets, and shrunk things down to fit on the smaller screen. Available as a separate download -- with it's own $4.99 price tag -- The app offers the same great features the tablet edition does, which are essentially the core features of the desktop version. The app includes the ability to work with layers, filters, and brushes all bundled into an intuitive, gesture-based interface. In addition, the application is integrated with Adobe Creative Cloud, giving users 2GB of free storage to sync projects between the tablet app, the phone app, and the desktop. 

I use the tablet version of Photoshop Touch frequently, transferring images taken with my phone to Dropbox, then importing them into my tablet. The app is really well done, and takes mobile image editing to the next level. I'm not sure how well this will translate to my phone -- I'm currently using the Nexus 4 -- but folks with a Note 2 or even the original Note have another great use for the S Pen. Q-KON, a focussed provider of satellite and wireless access network solutions to niche markets in Africa, has announced a partnership with Angola?s Startel SA (Startel).

A Memorandum of Understanding (MoU) has been reached between the two companies and is based on wholesale access to Q-KON?s StarLight offering.

Q-KON is a South African services provider that has the resources and expertise to empower regional partners to meet the needs of their respective markets and help maximise their presence.

Startel is an established and fully licensed Angola telecommunication network operator servicing the Angola market. The company operates various satellite and WiMax access networks and wishes to expand its access network product portfolio.

Both companies have agreed to collaborate with regards to the provisioning, implementation and operation of a satellite broadband access platform.

Q-KON will supply Startel with access to StarLight, an end-to-end two-way IP access service for broadband access and data communication. The service includes 1st tier Internet access, satellite uplink teleport and satellite communication bandwidth.

Startel will brand the service as Starnet, a natural addition to the company?s portfolio, inclusive of Netbu? Internet access and Falabu? voice services.

?This agreement falls in line with our strategy to enhance connectivity in Angola, an expanding ICT and telecommunications market. LG unveils world's smallest wireless charger, preps it for global availability

LG may have an obsession with hulking smartphones, but it's taken a different tact with its latest wireless charger, which is being hailed as the world's smallest. Christened the WCP-300, the pad juices up Qi-compatible devices such as the Nexus 4 (if you're not in the mood for a sliced sphere, of course) and the outfit's Optimus G Pro, Vu II and LTE II. South Korea will see the hardware arrive this week with a 65,000 won (roughly $60) price tag, but the charger is slated to roll out across the globe gradually, and the US is somewhere on its itinerary.

(AP) ? U.S. futures rose Wednesday on reassurances from the U.S. central bank that the low-interest rate policies will continue.

There was also some positive data from the manufacturing sector.

Dow Jones industrial futures rose 17 points to 13,876. The broader S&P futures added 1.5 points to 1,493.90. Nasdaq futures gained 4.25 points to 2,712.

Markets were rattled one week ago when the minutes from the Federal Reserve policy meeting in January left the impression that some bank officials had grown leery of ongoing stimulus programs.

But in subsequent days, Fed officials appeared to walk back from the perception that the minutes had left. On Tuesday, Bernanke said that the bond-buying program that has pumped billions into the economy has been a success and gave no indication that the Fed would release those levers any time soon.

Bernanke is testifying Wednesday before the House Financial Services Committee.

Also on Wednesday, a report from the Commerce Department revealed a spike in orders for factory goods in January, suggesting that businesses are growing increasingly optimistic.

Orders for so-called core capital goods, which include machinery, equipment and software, rose 6.3 percent in January from December, the largest increase in more than a year.

Target beat Wall Street profit expectations for the fourth quarter, but shares dipped before the opening bell because its gross margins ? the percent of each dollar of revenue that a company keeps ? are slipping.

Retailers are being watched closely to gauge how a hike in the U.S. payroll tax is affecting consumers.

Dollar Tree also beat expectations for the final quarter of the year and shares jumped 4 percent in premarket trading.

Enjoy Technical Writing ? 'Leading the Change' by Stefan Gentz

On day 1 of TCWorld India conference 2013 last week in Bangalore, most of the sessions were on trends, challenges, strategy, content governance, and process of technical communication. Stefan Gentz from Tracom presented an important concept where he talked about Change Management, in ?Leading the Change?.

Five Triggers of Change Management

Stefan started with a few quotes from history on ?Change? and added that it is inevitable, and the only constant in life. He talked about ?Change Management? and referred to McKinsey?s research that quoted five triggers that cause ?CM?. Four of these are ?Catching up to Rivals Companies?, ?Completing or integrating a merger?, ?Turning around a crises?, ?Turning for a better performance?. However, the last and most notable is ?Reducing cost?.

Before talking about Change Management for businesses and specific to technical communication, Stefan discussed what derives the need for change management. It was ?Economic and Social forces?.

To keep audience on toes and interested; Stefan was immaculate in humor with relevant comments.

Eight Errors in Change Management Execution

Stefan talked about the top 8 errors in CM as:

In this list, I particularly liked two points:

  • Undercommunicating the Vision: Most often, the organizations have the right vision and they get a right roadmap to execute it. I personally feel that a vision not communicated is as good as not having a vision at all. Not enough communicating it to the team (either way in hierarchy) dilutes the spirit and energy towards that vision. It magnifies the obstacles thus adding to the resistance to Change Management. I believe that this communication has to be professional yet friendly. Merely changing the vision statement on website and stationery never works. The managers and supervisors need to talk about it personally, the need for change, the roadmap, and the benefits. It inspires confidence and adds strength to the bond.
  • Failing to Create Short-Term Wins: This is important. Many a times, organizations do not celebrate milestones. This again subsides the spirits of those who are working towards Change Management. It is important to have milestones, meet those, and celebrate those small wins to keep the energy juices flowing.

For change in content strategy, the above two points are extremely important. Unless the internal users understand the vision for Change Management, they would be hardly receptive to that change.

John Kotter?s Success Story

Next, Stefan referred to Prof John Kotter?s Success Story, with eight concrete points as below.

Of these eight points, I found the following four as more relevant to change management in technical communication.

  • Establish a Sense of Urgency: Unless we show urgency, everything else will keep on pushing Change Management down in the priority list. When we have a business case for Change Management, it should be clear, and thought-provoking enough that it should generate a sense of urgency for call to action. [The Business Case should highlight how the current/old process is ineffective, how content silos are piling up with massive opportunity for content reuse in a new and improved process. Some facts and statistics on man hours and ROI can help others understand the ?sense of urgency?].
  • Communicate Vision Change: As I mentioned above, communicating the vision change to all employees in the chain is extremely important. The communication should be clear, friendly yet professional, and should be receptive to comments/feedback to inculcate a sense of involvement. [Once the Business Case is prepared by the supervisors/managers, it should be discussed with all users involved. The objective is not merely to be transparent; it is to make it understood to all that the process is changing for the right reason, and for the benefit of all and not only for a select few. In addition to writers, the vision should be communicated to reviewers, editors, translators, artwork designers, and everybody who is part of documentation process in any capacity or role]
  • Short Term Wins: The goal should be punctuated with smaller milestones. One, these milestones when met act as fuel to help the team keep going. Two, it ensures that we are in right direction. [For technical communication, the roadmap can be planned with measurable milestones. For example, the ?Change Management Strategy? can have a step as ?to prepare detailed plan with measurable goals and impact on current operations?, and another step as ?Rapid prototyping and map the benefits when compared to current process?. Each such successful plan execution should be discussed openly and celebrated.]
  • Communicate Culture Change: A CM invariably calls for change in culture. Rather than people feeling as if some change is happening, it is always better it is proactively communicated, along with why it is required and how it will benefit the people and the business. [For technical communication, the shift from writing SOPs in MS Word to Structured FrameMaker, or moving from RoboHelp to XMetal means that the work culture changes. The supervisors should communicate it to prepare users? (writers and all others involved in documentation process) for this change, talking about the challenges ahead and also highlighting the overall benefits to the users and to the organization.]

Five Key Rules for Change Management

Stefan talked about ?Five Key rules for Change Management?, as:

  • Mobilize and Sustain Energy
  • Communicate Objective cleary and creatively
  • Raise Employee Expectations
  • Change People Behavior
  • Engage the Attention of Individuals at all levels of organization

Conclusion

The penultimate important point made by Stefan was that ?Change Management is not Crises Management?. Stefan says ?Crisis Management and Change Management are often mixed up. Proper change management needs resources (i.e. time and money). In a crisis situation, we are usually missing both. Crisis Management needs much faster and often more harsh decision making. There is no need for creating a sense of urgency (it?s ?change now or die?), communication is reduced to announce management decisions and behavior change needs to ?switch? instead of ?evolve?. Crisis Management is about taking quick short term actions to survive, while Change Management is about implementing long term solutions for sustainable success.?

To conclude his presentation, Stefan put forward a very true and relevant statement that ?Culture eats Strategy for Lunch?. Most of the organizations resist to Change Management because of their existing culture. Culture is by nature, resistive to change. To spring changes, it has to begin with change in culture.

Barnes & Noble Founder Looking To Buy Retail Business Back ...

Just as Best Buy founder Richard Schulze nears the deadline to present his bid to buy the company back from shareholders comes news that the chairman of Barnes & Noble has similar plans for the company he started 40 years ago.

Multiple news outlets are reporting that B&N founder Leonard Riggio has told the bookstore?s board that he wants to take back the retail side of the company ? both bricks-and-mortar stores and the company?s online outlets ? but not the Nook Media division that has struggled to keep pace with Amazon and Apple.

Like Schulze?s relationship with Best Buy, Riggio already owns a large stake (around 30%) of the company, making him the largest stakeholder in the business.

DealBook reports that the company has already created special board committee of three directors to review Riggio?s proposal.

Riggio?s proposal was revealed earlier today in a regulatory filing by the bookstore chain.

While the company?s Nook business, which recently benefited from investments by Microsoft and the Penguin Group, has been unable to catch up to Amazon?s Kindle e-reader or Apple?s iPad tablet, the bricks-and-mortar stores have continued to make a profit.

The company recently confirmed its long-term goals of closing around one-third of its retail locations over the next 10 years, though B&N claims that fewer than 20 of its stores are failing to make a profit.

Meanwhile, recent reports seem to indicate that the thinning of B&N and the closing of chains like Borders are resulting in a resurgence of independent bookstores.

NVIDIA's latest venture in the mobile world, called the 4i, was introduced last week ahead of Mobile World Congress, and fortunately the chipset maker brought the product to Barcelona embedded in a reference phone known as "Phoenix." The 8mm-thick handset, which will find a home in the labs of manufacturers and carriers (as well as the desks of many third-party devs), sports a 5-inch 1080p display, 13MP rear-facing camera, PRISM 2, Chimera, DirectTouch and LTE (we're told that most major bands are included for testing purposes). As it's not geared for general consumer use, so it's not the thinnest, sleekest or best-looking device, and the back doesn't even seem to snap completely shut. Units are being sampled as we speak, and we should expect to see devices hit the market in nine to twelve months. Since it's still pretty early in the process, we weren't able to turn on the phone or benchmark the chipset; the only exception to this rule, as you'll see in the video, was when a rep showed a gaming demo on his particular unit.

While the 4i is the smaller brother of the Tegra 4 family, it's still expected to be quite powerful. The chip, which is designed specifically for smartphones (tablets will take advantage of Tegra 4 instead), features four 28nm Cortex-A9 r4 (beefed-up from the standard A9) cores that can be clocked up to 2.3GHz, 60 GPU cores (compared to 72 on the T4) and an integrated i500 LTE baseband modem. Kids With Ear Infections May Not Need Antibiotics, New Guidelines Say

Young children with ear infections don't necessarily need antibiotic treatment right away. In fact, they may not need the medication at all, according to new guidelines from an influential group of doctors.

Children ages 6 months to 2 years with an infection in one ear who don't have a high fever, severe pain or other complications can be watched for 48 hours without antibiotic treatment to see if the infection gets worse, the guidelines say. The same watching period applies to older children with a mild infection in one or both ears.

The new guidelines, from the American Academy of Pediatrics, are intended to reduce unnecessary use of antibiotics. While previous guidelines from the AAP proposed a watching period for older children with mild ear infections, the new guidelines are more specific about how to diagnose infections and include younger children.

The guidelines specifically discuss recommendations for acute otitis media, or infections or inflammation of the middle ear, the most common type of ear infection, and the most common reason U.S. kids receive antibiotics, the AAP says. The AAP also recommends against the use of antibiotics to prevent future ear infections in kids who frequently get such infections.

"We do believe there's overuse of antibiotics in the community," said Dr. Andres Orjuela, an ear, nose and throat specialist at Miami Children's Hospital, who was not involved in developing the new recommendations.? The new guidelines are a helpful tool for instructing physicians on how to go about diagnosing and treating ear infections, Orjuela said.

Studies show that often, kids with a mild ear infectios will get better without antibiotics within a few days, and delaying treatment doesn?t have repercussions for the child, Orjuela said. Painkillers such as ibuprofen or acetaminophen can help with pain.

However, some kids will need antibiotics, including young children who have an infection in both ears, and all kids whose symptoms persist for more than 48 hours. Doctors who take a "wait and see" approach to treating ear infections need to be sure the child can be reevaluated within a few days, and provide treatment if necessary, Orjuela said.

A 2007 study found that physicians were hesitant to delay the use of antibiotics for ear infections, most commonly because they said parents were reluctant to accept this approach. The new guidelines say the decision about whether or not to delay the use of antibiotics in kids with a mild ear infection should be made in partnership with the parents. The 2007 study suggested providing parents with antibiotics to give to their children only if their symptoms didn't go away, but noted that this strategy places more responsibility in the hands of parents and may not be suitable for everyone.

The new recommendations are published today (Feb. 25) in the journal Pediatrics.

Asked about her relationship with Alexander, Arias said that they had not dated long. "We dated for like five months, and we broke up and actually did not see each other for quite a bit," Arias said. "[We] tried to remain friends, more like buddies. We were intimate but I would not say romantic as far as a relationship goes." In regard to the couple's breakup, Arias said she had a suspicion Alexander was cheating on her. She said she could not trust him and claimed he would get "upset real easily." During the phone interview, Flores told Arias that Alexander's friends had alleged that she had hacked into Alexander's email. Arias denied the allegation. "People felt you were taking advantage of him or hanging out when you weren't wanted," Flores said. Arias dismissed the opinion of Alexander's friends and said she felt they talked about her because she was an ex-girlfriend. "We need to know who had some type of beef with him or why they would want to do this to him. It was an angry situation. Somebody went in there to hurt him, and they did ?- hurt him really bad," Flores said at one point in the recording. Arias said Alexander was quite strong and she could not understand how anyone could overpower him. She also said she was concerned because "he never locked his doors." When the recording ended in the courtroom, Martinez turned the witness over to defense attorney Kirk Nurmi for cross-examination.

Prosecutors said the handprint contained a mixture of Alexander's and Arias' DNA. When Connor finished her testimony, the prosecution called Dr. Kevin Horn, of the Maricopa County Medical Examiner's office, to the stand.

    Elizabeth Northcutt, a forensic firearms examiner with the Mesa police, was called to the stand next. Northcutt testified that she had examined a cartridge casing found at the crime scene and identified it as a Winchester .25-caliber casing. During cross-examination, Northcutt said she was not able to match the casing or the bullet to a specific gun because no weapon has been recovered. Burns testified that he first met Arias at a PrePaid Legal convention in Oklahoma in April 2008. Toward the end of May 2008, he and Arias had made plans for her to visit his home in West Jordan, Utah, Burns testified.

Arias explained away the injuries by saying that while working at a Margaritaville restaurant, she had broken a glass and cut her finger, Burns said. Flores mentioned the practice could be dangerous and suggested she needed protection. "I was thinking of that," Aria said before <a href="http://www.huffingtonpost.com/2013/01/09/jodi-arias-gun_n_2443588.html" target="_hplink">detailing her fear of guns</a>. But, she added, "Handguns are expensive [and] not in my price range." After discussing her thoughts on guns, Arias said she wanted to know if Alexander had cashed a check for $200 that she had given him for a car payment before he died. She said she had emailed his sister to ask about the check and to offer her condolences after she found out about Alexander's death. His sister had never replied, Arias told the detective. Court was adjourned for the day shortly after that excerpt of the audio recording was played.

    Robbie Lawler?s ground and pound gives him UFC 157 upset win over Josh Koscheck

    ANAHEIM, Calif. -- Robbie Lawler came back to the UFC with a big win as he knocked out Josh Koscheck on Saturday at UFC 157.

    Koscheck used wrestling early on to control Lawler, but it backfired. Lawler took top position and then unleashed a bevy of punches on Koscheck until the fight was stopped at 3:57.

    ?I felt so good tonight; I?m not surprised it went that way. It wasn?t easy, but it wasn?t hard, either. I hit him very hard, the referee was right to stop it. I whacked him, man. Hard! He was doing nothing but laying down taking big shots," Lawler said after the fight.

    This was Lawler's first fight in the UFC since 2004. He fought as a middleweight in Strikeforce for many years, but returned to the UFC as a welterweight. The smaller weight class suited him, and he picked up his 20th win on Saturday night.

    For Koscheck, it's his second loss in a row. He once fought Georges St-Pierre for the welterweight title, but is 2-2 since losing to GSP. At 35 years old, it will be tough for the NCAA Division I champ at Edinboro to return to the top of his division.
